Jail Commissary & Telephone Access

Noble County Jail inmates with a trust account are provided access to order telephone debit time, food, clothing, and hygiene items from a commissary menu through JailATM.com.  Orders can be made, checked, and modified by the inmate through the inmate phone system.

Friends and family members can deposit money on an inmate’s trust account using Visa and Mastercard credit cards or debit cards through the above link. 

Depositing money for inmates:

• Visit the website JailATM.com
• Friends and family will need to create a username and password to add funds.
• Once logged in, click on SEND MONEY NOW. This will route you to a screen of dropdown choices.
• On the dropdown choices select: State=OH > Facility Name=Noble County Jail > Last Name=Inmate’s last name. These are required fields to be able to access the screen that requires your credit card information.
• This website is NOT maintained by the Noble County Jail and any questions or concerns should be directed to JailATM.com or 1-866-933-6386.

Under Ohio Revised Code, sections 2929.36 through 2929.38, inmates of the Noble County Jail are required to pay the costs of confinement in the facility.  Costs of confinement include a one-time $25 booking fee, and $2-$5 for each visit to medical, 50-100% of all fees associated with dental visits or services and the cost of repairing property damaged by the inmate.  Fifty percent (50%) of each deposit on the inmate’s commissary account will be applied to the costs of confinement only until the costs of confinement are satisfied. 

Any money remaining on the inmate’s commissary account is returned to the inmate, upon release.

Commissary:

• The Noble County Jail’s commissary provider is Stellar Services, LLC. Commissary is ordered by the inmates, via the computerized phone system. Inmates may simply pick up the phone and select a code to order commissary. Inmates may update or delete their orders at any time during the week. Commissary is processed and weekly orders are packed and delivered on Thursday of each week (excluding holidays), and daily orders are processed daily. Inmates must sign for their commissary orders.

Telephone Access

Inmates are provided telephone access through CIDNET during permitted hours on a daily basis. With CIDNET, inmates can talk with their families with video visits, e-mail messages, and phone calls. Family members must create an account and buy data. The data balance will be consumed when talking to an inmate.

To create a CIDNET account:

• Visit customer.cidnet.net or call 1-888-984-1903
• Complete your account by filling out general information, phone numbers and your photo ID
• Link with your inmate
• Wait to be approved
• Purchase data (MB)
• Inmate communication

Calls may be made by phone debit time purchased through the commissary program. New inmates are provided a free phone call when booked into the facility. Inmates are also provided free calls to the Noble County Public Defender’s Office.

All calls, with the exception of attorney calls, are recorded and subject to monitoring by jail staff.
